EPSO AD5 2026 Eligibility: Requirements, Languages & Who Can Apply
The EPSO AD5 2026 competition (EPSO/AD/427/26) offers 1,490 reserve list places for generalist administrators — one of the largest AD5 intakes in recent years. But before you invest months of preparation, you need to confirm you meet the eligibility criteria.

Citizenship
You must be a citizen of a European Union Member State and enjoy your full rights as a citizen. This is a non-negotiable requirement — there are no exceptions for residents, permanent residents, or nationals of EEA/EFTA countries.
The EU currently has 27 Member States: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.
If you hold dual nationality and one of your citizenships is from an EU Member State, you are eligible.
Education
You must have completed a university degree of at least 3 years' duration (i.e., at least a Bachelor's degree or equivalent). Your diploma must be obtained by 30 September 2026 at the latest.
Key points:
- There is no requirement for a specific field of study. Any discipline qualifies — law, economics, sciences, humanities, engineering, anything.
- Your degree must be from a recognised institution. EPSO may request proof of recognition.
- If you're finishing your degree in 2026, you can apply now as long as you'll have the diploma by the September deadline.
Professional Experience
None required. This is one of the defining features of AD5 competitions — they are entry-level positions. You do not need any professional experience to apply or to be placed on the reserve list.
This makes the AD5 competition particularly attractive for recent graduates and career changers.
Language Requirements
The language rules for EPSO AD5 2026 are specific and important to understand:
Language 1 (L1)
You must have at least C1 level (effective operational proficiency) in any one of the 24 official EU languages: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish, or Swedish.
Your reasoning tests (verbal, numerical, abstract) are taken in this language.
Language 2 (L2)
You must have at least B2 level (independent user) in a different official EU language from your L1.
Your EU knowledge MCQ, digital skills MCQ, and the EUFTE essay are all taken in L2.
Important notes on languages
- L1 and L2 must be different languages. You cannot declare the same language for both.
- There is no restriction on which language you choose for L1 or L2 — any of the 24 official EU languages qualifies for either role, as long as you meet the proficiency level.
- Choose strategically: your L1 should be the language where you can process dense text fastest (for verbal reasoning), while your L2 should be strong enough to write a coherent essay on EU affairs (for the EUFTE).
Military Service
If your country of citizenship has compulsory military service, you must have fulfilled your military service obligations or be legally exempt. This applies only to nationals of countries that still maintain conscription.
Key Dates You Must Know
- Application period: 5 February 2026 to 10 March 2026 (noon Brussels time)
- Identity document upload: by 10 March 2026
- Supporting documents (diplomas, etc.): by 7 October 2026
- Diploma deadline: degree must be obtained by 30 September 2026

What About the Test Format?
If you meet all the eligibility requirements, the next step is understanding what you'll be tested on. The EPSO AD5 2026 competition is entirely remote — all tests are computer-based and proctored online via the TAO platform. There is no Assessment Centre, no in-person tests, and no interview stage.
The test components are:
- Verbal reasoning (35 min, scored 0-20, minimum 10/20)
- Numerical + abstract reasoning (30 min, scored 0-20, minimum 10/20, pass/fail only)
- EU knowledge MCQ (40 min, scored 0-30, minimum 15/30)
- Digital skills MCQ (30 min, scored 0-40, minimum 20/40)
- EUFTE essay (40 min, scored 0-10, minimum 5/10)
