Who Can Apply to EPSO AD5 2026?

The EPSO AD5 2026 open competition (reference EPSO/AD/427/26) aims to establish a reserve list of 1,490 successful candidates for Administrator (AD5) positions across EU institutions. The Notice of Competition was published on 5 February 2026 in the Official Journal of the EU (C/2026/711).

Before you start preparing, make sure you meet all the eligibility criteria. Here is exactly what the official notice requires.

Nationality Requirement

You must be a citizen of a European Union Member State and enjoy your full rights as a citizen. There are no exceptions to this rule. Citizens of candidate countries or EEA countries that are not EU members are not eligible.

Education Requirements

You must hold a university degree of at least three years (equivalent to a bachelor's degree or higher). Your diploma must be obtained by 30 September 2026 at the latest. If you are currently finishing your degree, you can still apply as long as you will have it by that deadline.

There is no requirement for a specific field of study. The AD5 2026 competition is a generalist profile, so degrees in any discipline are accepted.

Professional Experience

No professional experience is required. This is one of the key advantages of the AD5 grade: it is the entry-level grade for administrators in EU institutions, making it accessible to recent graduates and career changers alike.

Language Requirements

EPSO competitions have strict language requirements. For AD5 2026, you need:

  • Language 1 (L1): At least C1 level in any official EU language. This is the language in which you will take the verbal, numerical, and abstract reasoning tests.
  • Language 2 (L2): At least B2 level in a different official EU language. This is the language for the EU knowledge test, digital skills test, and the written essay (EUFTE).

Your L1 and L2 must be different languages. You choose them when you apply, and you cannot change them afterwards.

Other Conditions

  • Military service: If applicable in your country, you must have fulfilled any military service obligations.
  • Good character: You must provide evidence of good character as required for the duties involved.
  • Physical fitness: You must be physically fit to perform the duties.

Important Deadlines

The application period ran from 5 February 2026 to 10 March 2026 (12:00 Brussels time). Identity documents had to be uploaded by 10 March 2026. Supporting documents (diplomas, certificates) must be submitted by 7 October 2026.

What Makes AD5 2026 Different?

This competition uses a fully remote format. All tests are taken online through the TAO platform with remote proctoring. There is no Assessment Centre and no in-person component. This is a significant change from some previous EPSO competitions.

The competition includes five test components: verbal reasoning, numerical and abstract reasoning (combined, pass/fail), EU knowledge multiple-choice questions, digital skills multiple-choice questions, and an EU-focused free-text essay (EUFTE).
