The Weight of the Evidence · Chapter 5

Part Two · the Union's Money

The Rulebook of the Budget

Four hundred pages, seventeen titles and two hundred and eighty articles. What the Financial Regulation governs, the nine principles it imposes, and how to find any rule inside it in under a minute.

Classic traps from this chapter

  1. The act in force is 2024/2509, not 2018/1046. Article numbers from the repealed Regulation are the most common stale citation in circulation. Check every number against the 2024 text.
  2. Economy is about inputs; efficiency is about the relationship. Economy concerns timing, quantity, quality and price. Efficiency concerns resources against activities and objectives. Effectiveness concerns objectives achieved. The exam swaps them.
  3. The Financial Regulation’s definition of efficiency is not ISSAI 300’s. The Regulation runs the relationship through to the achievement of objectives. The standard speaks of outputs delivered.
  4. Equilibrium means no loans within the budget. Article 17 says revenue and payment appropriations shall be in balance and that the Union shall not raise loans within the framework of the budget.

The traps above are how this chapter ends. The chapter itself works the material through first — the reasoning, the sources with their article and paragraph numbers, check-yourself questions with the reasons under them, and flashcards for retrieval practice.
